Staff said the house is not in a historic overlay and the proposed replacement windows meet the design-review findings and conditions of approval.
The consent calendar — which included approval of minutes and authorization to install banners on the plaza — passed overall. The chair noted one abstention on the minutes from a commissioner who was not present at the prior meeting.
