The Rathdrum City Council approved a second addendum to the professional services agreement with Lake City Engineers to continue design work for intersection improvements at Lancaster and Meyer Road, including a single‑lane roundabout design.
Staff said the addendum adds scope and a lump‑sum payment because the consultant encountered unexpected complexity related to truck turning movements for the design vehicle. That complexity required additional geometric design work in AutoCAD to ensure heavy vehicles can make required turning movements within the roundabout, which staff said increased the consultant cost.
The consultant was present in the meeting for questions. Council member questions focused on clarification of the scope and cost increase; staff said the change reflects necessary additional design effort. After motions and a second, the council authorized the mayor to execute the addendum for the roundabout design.
