City Attorney read the resolution authorizing the city manager to execute a grant agreement with HUD. Commissioner Robert Bolton moved the resolution; Commissioner Jonathan Wright seconded, and the roll call vote was unanimous: Wright, Vice Mayor Daniel, Patterson, Bolton and Mayor Michelle J. Gomez voted yes.
Community Development Director Ms. Calloway said the award is a one‑time congressional appropriation secured last year and staff proposed dividing the grant across four programs: a first‑time homebuyer purchase assistance program, owner‑occupied rehabilitation, residential assistance, and a multifamily paint program. Staff said the first‑time homebuyer purchase assistance could provide up to $85,000 per household depending on income tier (amounts tiered by very low, low and moderate income categories); staff estimated the appropriation would assist a minimum of 10 households but could help more depending on award amounts per applicant.
Calloway told the commission that the multifamily paint program and other programs must comply with HUD program rules; the paint grants cannot be applied retroactively to work already completed. She said income limits and other eligibility thresholds are published by HUD and that staff will implement the program on a first‑come, first‑served basis after HUD guidance is published (income limits are updated periodically and staff will publish the exact thresholds once HUD releases them).
Commissioners said they wanted to ensure the funds help as many households as possible and asked staff to consider program design that balances maximum reach and meaningful assistance amounts. Commissioner Nikki Patterson said she would like the funds stretched to serve more households and asked staff to consider eligibility and award tiers accordingly. Calloway said staff have a budget breakdown and will implement according to HUD requirements.
