Councilmember 1 introduced the item, saying it was placed on the agenda because “we're getting ready to do second readings on some stuff and, also just to clean up to make sure that everybody knows there's no other moratoriums out there,” and asked Councilmember Kerry to add context as a proponent for art and off‑site parking changes.
Councilmember 3 moved to rescind the moratoriums; Councilmember 2 seconded. After no further discussion, the presiding member called for a voice/hand vote and announced the motion carried.
The council said the moratoriums are being removed because related ordinance language is being revised following recommendations from an ad hoc committee, the city attorney and the planning and zoning commission.
