The Rathdrum City Council adopted an ordinance amending Title 12 (Subdivisions) of the Rathdrum City Code, approving changes staff said were primarily clarifications and administrative updates to align local practice with recent needs.
Staff explained the amendments include several procedural clarifications, including removal of a requirement that the city retain a hard-copy MILR (manual index/legal record) while noting the county and state recording requirements remain unchanged. Staff and counsel emphasized the city will still generate the MILR for county filing but will not require an extra hard-copy filing for city records.
Council held that the proposed amendments had been reviewed in a public hearing and a workshop, and Planning & Zoning Commission recommended approval. A motion placed the ordinance on first reading by title only, suspended the rules to waive second and third readings, the council then voted to adopt the ordinance, and later approved publication of the ordinance summary and incorporation of the title into the summary.
