The Rathdrum City Council voted to approve the preliminary subdivision plat for the City Hall addition, creating two institutional (P) lots for the City Hall site and two C-1 commercial lots along Lancaster Avenue.
The approval authorizes a single-phase development for the City Hall site with public improvements expected to start soon. Council and staff said utilities will be stubbed to the commercial parcels but those lots are not slated for immediate commercial development.
City staff described the lot sizes: the two P-zoned lots were reported as approximately 2.44 acres and 0.768 acres; the commercial lots were described as about 2.18 acres and 2.78 acres. Staff stated the proposal complies with cited subdivision code sections (RCC 12-3-1-5 and 12-3-1-6) and that Planning & Zoning Commission recommended approval after a public hearing.
During discussion, councilmembers asked technical questions about contour/elevation lines and confirmed the municipal lot retained by the city is also zoned P. No public comments were recorded on this item. Following a motion and second, the council approved the preliminary plat.
The motion approved is a preliminary plat authorization only; staff indicated subsequent permits and final plats will be required before vertical construction or sale of the commercial parcels.
