Chappaqua board makes standing committees 'committees of the whole' to broaden trustee participation

The board voted to establish existing committees (audit, communications advisory, facilities, health and safety, policy and wellness) as committees of the whole so all trustees may attend and speak at committee meetings.
The Chappaqua Central School District Board of Education voted to designate its standing committees as committees of the whole for the 2025–26 school year, allowing all trustees to attend and participate in committee meetings rather than restricting speaking or active membership.
The president introduced the motion: "Be it resolved that the Board of Education hereby establishes the following committees as committees of the whole... Audit Committee, Communications Advisory Committee, Facilities Committee, Health and Safety Committee, Policy Committee, and Wellness Committee." The motion was seconded and approved by voice vote.
The president explained the change is meant to broaden trustee learning and participation. In recent years each committee commonly had two assigned trustees and others could attend but not speak; the new structure explicitly allows all trustees to ask questions and comment in real time during committee meetings.
Ending: Trustees said the change is intended to deepen board members’ familiarity with committee work and to promote oversight by allowing more trustees to be actively engaged. The committees named will operate under the new designation for the 2025–26 school year.
