Council to schedule special meeting after staff flags high school fireworks display for administrative review
Summary

City staff informed the council Sept. 25 that representatives of Riverton High School requested adding a short fireworks display when the football team enters the field for a game between the work session and the council’s Oct. 7 meeting.
City staff member Kyle Butterfield said the high school had an existing permit for a cannon at games and had asked to add a display for team entry. Butterfield said the fire chief and staff had reviewed the request and that staff planned to allow the display administratively for the immediate game, but the school would still present a full application at the Oct. 7 meeting.
Council members raised concerns about public notice and the council’s ordinance, which requires council approval for fireworks permits outside prescribed holiday dates. Councilwoman Rebecca Pearson Lewis and others said members of the public should have an opportunity to comment before an administrative approval for a special display.
Because the city’s publication of record (the Riverton Ranger) publishes twice weekly and the deadline for immediate publication had passed, the council reached consensus to hold a special meeting next Tuesday at noon to consider the firework request so the public could be notified and have an opportunity to comment. Council members indicated they would try to make the meeting available by phone for members who would be out of town.
No formal vote was recorded on the administrative handling; the council directed staff to advertise and schedule a special meeting to act on the permit application.
