Washington County Commissioners Court on Sept. 16 approved a series of routine and programmatic items including a proclamation for Constitution Week, Expo event contracts, a revised mass‑gathering permit, a memorandum of understanding for emergency services, hotel‑occupancy tax funding for a billboard, personnel action for the jail maintenance supervisor and multiple equipment purchases. The court also approved accounts payable totaling $408,556.96.
The court unanimously approved a proclamation designating Sept. 17–23, 2025, as Constitution Week in Washington County, recognizing the anniversary of the U.S. Constitution and encouraging civic ceremonies.
The court approved pending Washington County Expo event contracts (one for an upcoming Valentine dance) and delegated authority to the county judge to sign the contracts. County staff later presented a motion to seek a construction manager at risk for Expo master‑plan projects (covered in a separate article) and to advertise a related RFP after the court reviews the draft.
Commissioners approved an amendment to a memorandum of understanding between Faith Mission and Washington County for emergency services that adds a clause directing external disaster agencies (for example, the Red Cross, FEMA and Catholic Charities) to coordinate with Faith Mission to avoid duplication and maximize resources during disaster response. A Faith Mission representative described the change as clarification to prevent outsiders from establishing conflicting operations during incidents.
The court approved a $26,000 allocation of hotel‑occupancy tax funds to purchase a billboard to advertise Washington‑on‑the‑Brazos events. Commissioners said they toured remodel work at Washington‑on‑the‑Brazos and supported the advertising request.
Personnel and permitting actions included approval of a promotion and hire for the county jail maintenance supervisor with pay above the standard 6% policy limit (the court granted the exception), and approval of a shortened, revised county mass‑gathering permit form that county staff reported reduced the application from 22 pages to eight while retaining required elements.
Purchases approved included an ambulance module from Frasier LTD using a cooperative contract, two Freightliner trucks and a CPS belly‑dump trailer through state/cooperative purchasing contracts, and one lightly used 2020 CASE SV212 padfoot roller from ASCO; staff said the equipment purchases were budgeted and represented savings from earlier estimates. The court also received monthly reports from Constable Precinct 1 and the sheriff for August and approved accounts payable of $408,556.96, which included a $24,156 payment to the volunteer fire department pension fund.
