Council members said the borough recently migrated records to a new QuickBooks system and are still learning how to generate a complete delinquent list from the converted data. A staff member said a draft letter prepared by Drew will be used and the borough expects to have a list of affected accounts and the total amount due by the next meeting so notices can be mailed.
Councilors also reviewed draft language in the notice and raised questions about the word “final” in a late sentence of the letter; one member asked whether that wording needs clearer capitalization or placement to avoid confusing recipients. Members discussed that the notice’s top, underlined line requiring immediate payment should already be prominent.
Members asked whether the borough has visibility into recipients’ bankruptcy status; staff said bankruptcy filings are not routinely screened by the delinquent-notice process, and that only one resident’s bankruptcy paperwork has been seen previously in sewer-billing records. Councilors directed staff to include appropriate safeguards in the notices and return with a finalized mailing list at the next meeting.
The matter was discussed during the council’s general business agenda; no formal vote was taken.
