Staff report and applicant remarks: Colin Carfel, senior planner, said the property’s lot shape makes strict zoning-setback compliance difficult and presented the ASRA as a suitable path because the addition is not a fully enclosed building footprint increase. Carfel noted staff’s recommendation for approval with six conditions; he also said that an initially proposed masonry fireplace had been removed from the plan.
Mike Taylor of Pinnacle, the project architect, said the canopy soffit will be cement fiber board and that the team will work with the fire department if an open flame or other heating devices are not permitted. Dean (owner) described the use of a metal screen and said the team intends to keep the space functional without the fireplace.
Commission action and conditions: Commissioners raised fire-safety concerns about open fire pits or unvented flames in a covered or seasonally enclosed space. The commission added a condition that “all concerns of the fire department shall be met prior to release of the building permit,” then approved the ASRA 5-0 with the six listed conditions.
Vote and next steps: The motion to add the fire-department condition passed by voice; the subsequent motion to approve PC25-7, ASRA for Tutti’s Bar and Grill with conditions passed 5-0. Building permits and standard county/code reviews remain required before construction can start.
