Ripon council pauses $5,000 San Joaquin Partnership invoice pending representative meeting

The Ripon City Council on Tuesday voted to postpone action on a $5,000 membership invoice from the San Joaquin Partnership until a representative from the organization appears before the council.

Council members said they want the partnership to explain what services or benefits Ripon receives from membership and to correct an error in the partnership's letter that addressed the city as Lathrop. Council member Leo Zuber said he was "still not sure what this organization does for us" and recommended inviting the partnership to a meeting or workshop. Other council members questioned the return on investment for the membership and said much of the partnership's work focuses on Stockton and Tracy rather than Ripon. The motion to postpone the payment was seconded and carried on a voice vote; the council directed staff to invite a San Joaquin Partnership representative to appear at a future meeting and to return the invoice for consideration after that presentation.

The council's discussion included procedural questions about how long the postponement might delay payment. Staff said the item would return at the next council meeting if a representative can attend, otherwise it could be delayed up to about 60 days while staff schedules availability. The motion does not cancel the membership; it only postpones approval of the invoice pending the requested presentation.

The council discussion also referenced Barbara Gutierrez as the partnership CEO by name when proposing an invitation. No additional formal actions on the membership were taken at the meeting.
