DeBary approves $698,167 work authorization for 2025 street resurfacing, adds 5% contingency

The City of DeBary City Council approved a work authorization to P & S Paving Inc. for pavement-management services for the 2025 Street Resurfacing Project, not to exceed $698,167.10, and established a 5% contingency of $34,900 for a total budget of $733,067.10.
Kevin Hair, representing K Hair Construction Services and speaking for the project presentation, said the scope covers five roadway segments identified by the city's Public Works department: East Highbanks Road (Cunningham Road to Enterprise Road), West Highbanks Road (CSX Railroad to Gracie Road), Palm Road (Gardenia Road to Gudurkson Drive), East Highbanks Road (SR 1792 to Lucerne Bridge), and Fort Florida Road at Fire Station 39. Hair said P & S Paving was awarded a continuing contract by Seminole County (IFB 604900-24) and the city is using that contract by piggyback to secure current market pricing.
Staff said funding for the project will come from the Public Works Road Resurfacing Fund (PW-001-4100-541-4623) and the local option gas tax fund (Fund 126). The staff presentation noted P & S Paving has performed similar work for FDOT, Volusia County and area municipalities and estimated the contractor could begin work in September and complete resurfacing in approximately 30 to 40 days.
Council discussed the contingency and bidding language: staff said the base contract is not to exceed $698,167.10 and the separate 5% contingency exists to cover unforeseen subsurface or traffic-control costs that sometimes arise when pavement is milled. A council member moved and the council approved the authorization and contingency by unanimous roll call.
Staff said thermoplastic pavement markings (permanent striping) will be brought back for council consideration after temporary markings are applied, and staff recommended a ladder-style crosswalk design for visibility where trails intersect the resurfaced streets.
