Nicole Brown, the town’s director of planning and economic development, told the council the original aquifer-protection map lacked a date and that historic copies had been misplaced. She said the town and state agencies recreated the map and that the change is a readoption of an existing ordinance provision rather than a new ordinance.
Legal staff advised the council that because this is a replacement of the prior map—rather than a substantive change to the ordinance—public hearing requirements do not apply, and the council may approve the readoption at the same meeting. The motion to adopt the map passed 4-0.
