Franklin staff and outside underwriters outline risks, safeguards and next steps for infrastructure development districts

Presentation and recommendation City of Franklin staff and outside public-finance professionals spent the work session’s longest block of time on a primer and discussion about infrastructure development districts—also called IDDs or PIDs—covering how projects are structured, investor protections, and suggested policy guardrails.

Why it matters An IDD would allow fixes to be paid up front by bond proceeds secured by special assessments on lots within a defined project area rather than by the city’s general tax base. Proponents said the tool can accelerate infrastructure tied to new development and be structured to deliver community benefits such as sidewalks, parks or workforce housing without the city using broader tax revenues.

What presenters told the board Tripp Davenport, municipal-bond underwriter with FMS Bonds, told the board that the underwriter’s role is to “tell the story” to institutional investors and that successful transactions require comprehensive due diligence before bonds are sold.
