Council approves five-year amendment for airport operations; staff update terminal progress

Vote and contract terms - Motion and approval: Councilor Fambrough moved to approve the amendment; the motion was seconded and carried with recorded "yes" votes from Mayor Pro Tem, Council Member Oswald, Council Member Fernandez and Council Member Ortega. - Compensation: The amendment specifies compensation at $8,000 per month plus an additional $2,000 allowance for certain expenses (a maximum of $10,000 per month in months when allowance is used). Staff and council noted that annual budget appropriation currently provides $120,000 for the year; the amendment term extends five years but includes an appropriations clause that requires annual funding. - Procurement check: Councilor Oswald later confirmed staff found the original procurement record: RFP number 20-21-O5, released April 29, 2021 with proposals due May 17, 2021. Town staff said no new procurement was required to amend the contract consistent with procurement code renewal rules.
Terminal and utilities update Airport manager Colton Rapstein (presenting updates) said the terminal project schedule targets completion on Feb. 6; staff reported progress including plugging and abandoning an on-site well, procuring three-phase power from Kit Carson Electric (overhead to be placed underground) and planning on-site utilities. Bids for on-site utilities have been opened and staff expect to bring a contract to a future council meeting.
Why it matters The airport operations contract funds routine maintenance, snow removal and other operational duties; approval ensures continuity of service while staff pursue longer-term staffing for airport management. Terminal and utility improvements are important to enabling passenger service, tenant operations and broader airport development.
Next steps Staff said they will return with bid recommendations for on-site utilities and continue work with El Prado on interconnect design for water and sewer. The council request that staff confirm procurement history was satisfied was completed during the meeting.
