Eagan council adopts consent agenda including climate action plan; approves nuisance-bill certification, continues easement vacation

The Eagan City Council approved its consent agenda at the April 15 regular meeting, adopting the Eagan Climate Action Plan and approving Dakota County’s return to the Minnesota Valley Transit Authority (MVTA) Board of Commissioners. The council also closed a public hearing and approved the final assessment roll for delinquent nuisance-abatement bills and authorized certification of those assessments to Dakota County for collection. Separately, the council closed a public hearing on a requested vacation of drainage and utility easements and voted to continue formal action on the easement vacation until related final plat approvals are complete.
Mayor opened the meeting and noted a short agenda. During the consent-agenda discussion the mayor called special attention to item T, the Eagan Climate Action Plan, saying the item “is something that I don’t want to see us do in a quiet way,” and thanking staff and volunteers for their work. The mayor said the plan was developed with substantial staff and public engagement, including “a work group of 75 citizens at different times,” and that the final document includes about 75 actions for the city to undertake.
Miss Miller, a city staff member, told the council that city code allows for collection of unpaid nuisance-abatement bills through certification to the county and noted that notices and letters had been sent to affected property owners before the hearing. During the public-hearing portion, no members of the public spoke on the nuisance-abatement item. Council member Hanson moved to “close the public hearing and approve the final assessment roll for delinquent nuisance abatement bills and authorize certification to Dakota County for collection of property taxes.” The motion was seconded and carried on a voice vote.
On the easement matter, city staff reported they had received a petition from a property owner for the vacation of existing drainage and utility easements related to a replat of the former Thomson Reuters property at the southeast corner of Yankee Doodle and Elrene Road in East-Central Eagan. Public Works Director Mathis said the easements from previous plats will be rededicated on the new plat as appropriate and that a minor adjustment to an access alignment would be fixed with the new easement. No public comments or objections were received. Council member Spina moved to close the public hearing and continue action on the easement vacation so the action would align with approval of the final plat for Trails and Commons. The motion was seconded and carried.
Also on the consent agenda, council members approved the addition of Dakota County to the Minnesota Valley Transit Authority joint-powers agreement; councilors noted that Dakota County had previously been a partner, withdrew from the JPA in 2021, and is returning with a board seat after recent changes in county elections.
The council moved quickly through the remainder of its agenda. With no old business, new business, or further public comment, members adjourned the meeting.
