Applicant Hayden (representative) described the center as a franchise using the Singapore math approach and said weekday overlap (3–4 p.m.) would include very few students (about five) with peak attendance later in the evening (about 10–15) and small class sizes (5–8 students). “We can control schedules and limit drop‑offs during the overlap hour,” the applicant said.
Commissioners asked about ages served, drop‑off logistics and transit access; the applicant said the center serves children from pre‑K to middle school and that most students will be parent‑drop‑off. Staff noted bus stops on San Gabriel Boulevard are within walking distance and that the requested 10% reduction is within the requested reduction (staff had authority to consider lesser reductions but recommended approval for the demonstrated overlap and shared‑parking rationale).
No speakers from the public opposed the project; one emailed comment was added to the record. The commission voted 4‑0 to adopt the staff recommendation and approve the conditional use permit subject to conditions that regulate hours and operations.
