The San Gabriel Planning Commission on Monday approved Tentative Tract Map 84420 (Planning Case TMap24‑002) to allow the subdivision of airspace and construction of three buildings containing five condominium units at 238 South San Marino Avenue.
Staff said the project would replace an existing 1,762‑square‑foot single‑family residence with three contemporary three‑story buildings, each unit sized between about 1,663 and 1,905 square feet with private rooftop decks and two‑car garages. The site is zoned R‑3 (multifamily residential) and meets applicable development standards, including height, setbacks and floor area ratio, according to staff.
The arborist report identified 12 on‑site trees; five are proposed for removal (including one landmark tree) and seven will be preserved. Staff included tree‑protection measures as conditions of approval, such as 6‑foot chain‑link fencing around drip lines, monitoring during demolition and continued irrigation for preserved trees.
Staff determined the project exempt from CEQA under Guideline section 15303, Class 3 (small‑scale new construction in urbanized areas). Notices were mailed to owners and tenants within 300 feet and the project was advertised in the San Gabriel Sun on April 3.
During public comment, neighbors raised concerns about building height, neighborhood fit, and on‑street parking and trash. One speaker said the proposed three‑story profiles were taller than surrounding two‑story homes and called them “monstrosities,” while staff and commissioners noted the project meets code and provides on‑site parking (two spaces per unit plus two guest spaces). Marlon, the staff presenter, confirmed the design complies with City residential design guidelines and that 10 on‑site parking spaces (two per unit) plus two guest spaces are provided.
The commission voted 4‑0 to adopt staff’s recommendation and approve the tentative tract map subject to the conditions in the staff report.
Next steps: The applicant must comply with the conditions of approval, secure building permits and obtain the community development director’s approval for the tree removal permit where required.
