Vice Chancellor Bailey presented the first reading of proposed amendments to board policy 5.13, Information Technology Administration, at the Finance and Facilities Committee meeting.
Bailey told trustees the policy update is part of the board’s five-year review cycle and described two principal changes: replacing the phrase "strategic plan" with a "strategic work plan" in some sections, and wording changes to allow a college or university greater flexibility to adopt its own information-technology policies or procedures while still coordinating system-level enterprise technology (for example, the enterprise resource planning system, Workday). Bailey said other wording was rearranged for clarity. Trustees asked clarifying questions about whether the system maintains a long-range IT strategic plan; Bailey and other participants explained that the system currently operates from annual work plans tied to the chancellor’s full work plan and that an IT strategic plan may be developed going forward in consultation with audit partners.
Because this was a first reading, the committee took no action; Bailey said the item will return for a second reading the following month. Trustees suggested staff consider calling out data and data-governance items explicitly before the second reading and to provide additional detail between readings.
