Board approves advertising of comprehensive NEOLA policy manual, to replace current policies July 1

Bay County School Board members on April 8 voted to advertise a comprehensive replacement of the district's policy manual using the NEOLA model framework. The superintendent and the board's attorney described the update as a lengthy, months-long effort to align district policy with state law and to consolidate and modernize existing policies.
Heather (board attorney) and district staff told the board the district has worked through workshops and individual sessions with NEOLA and staff to tailor options and ensure local needs are reflected while keeping alignment with state statutes. Heather told the board the NEOLA service provides automated updates tied to legislative and court changes.
As described in the meeting, the board approved the advertising step (the board will repeal current policies and replace them with the NEOLA package effective July 1 if they adopt after the public hearing). Board members were told the replacement is intended to take effect at the start of the fiscal year to give employees and stakeholders time to prepare and to allow any sensitive items to be accompanied by training before they are in force.
A motion to approve advertising the policy manual passed on a roll-call vote with the board recording affirmative votes. The board will hold a public hearing in 30 days and the superintendent and counsel said they expect to return with the formal adoption request and any necessary amendments.
