The Sykesville Planning Commission on April 7 approved the preliminary subdivision plan and pattern book for the Enclave at Parkside, a proposed 47-unit townhouse development that the applicant described as a second phase of the Parkside community.
Staff said required county reviews, including preliminary stormwater approval, have been completed and recommended the commission approve both the preliminary plan and the pattern book. “Staff doesn’t have any remaining comments, and they’ve received all necessary approvals from relevant county agencies at this point,” Kevin, the town planning staff member who presented the report, told commissioners.
The applicant said the design intent is to match Parkside’s design principles and materials, with only minor differences to allow slightly larger units. “We are fronting our units outward, in the same way that we did at Parkside At Warfield,” an applicant representative said, and described a berm and additional landscaping along the corridor to screen view and reduce noise.
Commissioners asked about view sheds from State Route 32 and grading; the applicant said final grading and as‑built stormwater adjustments will be determined during the final plan phase. Kevin told the commission that the subdivision layout, roads, parking and sidewalks are substantially unchanged from the version reviewed in October 2024.
A motion to approve the Enclave at Parkside preliminary plan and pattern book carried; the commission voted by voice and no roll‑call tally was recorded in the meeting transcript.
Planning staff and the applicant said final engineering and grading work remain, and the applicant will return for the final subdivision plan review and any required implementation steps.
