Commissioners end HR stipend and designate finance director as acting deputy administrator

A motion to "terminate the stipend for the HR director and modify the... finance director now serving as deputy administrator" was made, seconded and approved in a recorded voice vote. Commissioners indicated support for formalizing the deputy role while ending the temporary stipend arrangement; the motion passed unanimously.
Ending: The change takes effect immediately and staff will implement payroll and job-description adjustments as needed. No further personnel details were disclosed in open session.
