The Josephine City Council on April 14 adopted a written reservation and use policy for the city's new community center and approved corresponding rental fees to add to the master fee schedule.
Under the policy the council approved, Josephine utility customers will pay $50 per rental; non‑utility nonresidents will pay $150; homeowners association bookings were set at $75; a $150 deposit will be required to cover cleaning or damages. Staff and council agreed on a four‑hour minimum rental block within an 8 a.m.–11 p.m. operating window for scheduled events, with staff retaining discretion to deny use that conflicts with city operations or elected events.
Council also agreed to allow nonprofit and civic organizations reduced access: staff and council settled on allowing recurring nonprofit use at roughly monthly frequency (staff will track and adjust as a trial), with the deposit required for each booking. The council decided not to require a city‑provided security officer as a standard condition; staff may require off‑duty officers for certain large events at the city’s discretion. The policy permits limited open hours for public visiting and senior programming; council directed staff to pilot community hours (suggested 10 a.m.–2 p.m. Tuesdays and Thursdays) and to pursue Meals on Wheels participation.
Council voted to place the policy on the consent agenda and separately approved the fee schedule amendment. Staff said return of deposits will typically take about seven to ten business days and that the policy can be adjusted after a trial period.
