The letter, as read at the meeting, thanked SUU for “continued adherence to the terms of the MOU, which has now been in place for over 2 years,” and said the city’s experience shows “approximately 75% of SUU pilots consistently fly noise reduction patterns,” while asking SUU to encourage broader consistency among instructors and students.
Board members asked that the letter explicitly note the city council had approved the recommended flight pattern so recipients would understand the pattern has city support and was incorporated into local rules and regulations. The board also asked staff to create a one‑page summary sheet of the MOU’s noise‑abatement points for distribution to flight instructors and students and to post a similar summary in the flight school common area.
Airport manager Dave Houston and board members discussed adding a required statement for students training from Hangar 47 that reads: “I have read, understand, and will comply to the best of my ability with the Hurricane City noise abatement policy for all flights in, out, and in the vicinity of 1 Lima 8.” The board said students would be asked to read and sign that compliance acknowledgment.
Members also discussed ensuring the city’s website and printed flyers reflect the current rules of regulations rather than an outdated or alternate version; a staff member had already extracted the noise‑abatement section from the rules and posted a condensed summary online for pilots. Cindy (staff) had prepared a revised one‑page summary for printing; Carrie will coordinate printing while Cindy is on medical leave.
The board approved the letter being printed on city letterhead and named Scott as the city liaison to deliver materials and meet with SUU representatives; board members said they would print promotional copies for distribution. No formal ordinance or regulatory change was adopted at this meeting.
