Committee OKs Start College Now policy update to clarify payments and parent approval

The Waukesha School District Teaching and Learning Committee on April 3 approved revisions to Board Policy 2271.01 governing the Start College Now program, clarifying that course fees and books are included in district-covered instructional costs and reaffirming the parental approval and financial responsibility process.

The committee voted 5-0 to adopt the updates. Staff told the committee that the changes largely reflect existing practice and align policy wording with state statute language requiring coverage of instructional costs when students attend technical college.

A district staff member explained that the edits remove repetitive language and add explicit wording that the district covers course fees and books in addition to tuition when the statute requires it. "We've been doing that. It's just that we hadn't had it worded that way in our policy," a staff presenter said. The committee was told the policy change formalizes that practice.

The committee discussed parental approval and financial responsibility. Staff described the district's approval process: students apply through their counselor, the application must include a parent signature and specify coverage details; if a student is dropped or fails a college course, the parent is responsible for associated costs. As staff put it, "If however, your student is dropped from the class or fails the class, you are responsible for it."

Members asked how grievances about course content are handled for courses delivered by the higher-education institution. Staff said concerns must be taken to the institution because students are enrolled with the college for that course; the district encourages parents to be part of the application process so they are aware of course content.

The committee did not alter eligibility criteria in the policy; the motion as presented passed unanimously. Staff will proceed with the clarified policy language.
