North Ogden Council conditionally accepts White Rock Phase 3, gives final acceptance to Patriot Point improvements

The North Ogden City Council on April 8 approved conditional acceptance of subdivision improvements at White Rock Phase 3 and gave final acceptance for public improvements at Patriot Point, moving responsibility for certain public infrastructure to the city.
City planner Dylan Hill told the council White Rock Phase 3 is a seven‑lot subdivision recorded in April 2024. Hill said public improvements include sewer, water, curb and gutter, sidewalk, guardrail and street lights, and recommended the council approve conditional acceptance and begin the one‑year warranty period.
Hill also told the council Patriot Point (phases 1A, 1B and 2) includes townhome development recorded in September 2022 and contains a mix of public and private improvements. He said public roadways and utilities included 150 East, 2300 North, sewer, water, storm drain, sidewalks, ADA ramps and street lights, and he relayed city engineer Eric Caspersen’s recommendation for final acceptance now that the warranty period has expired.
Council members moved and seconded the motions on each item. For White Rock Phase 3 the motion to approve conditional acceptance was made and seconded; the council voted in favor and the mayor declared the motion passed unanimously. For Patriot Point Council member Watson moved to approve final acceptance of the subdivision improvements; Council member Pulver seconded and the motion passed unanimously.
The council’s action places the public roadway and utility responsibility for the accepted elements of Patriot Point with North Ogden City. For White Rock Phase 3 conditional acceptance starts the one‑year warranty period during which the developer remains responsible for warranty items before final acceptance.
Copies of the staff reports remain on file with the city; the council did not specify additional conditions for the acceptances at the meeting.
The council handled the two approvals on the consent agenda before moving to active items and public comment.
