The Richmond Planning and Zoning Commission voted to approve the preliminary plat for Carriage Place Phase 3, a residential subdivision shown at roughly 51 acres and 38 proposed lots. Jay Webb of Central Chapter Land Surveying presented the application and planning staff reported that outstanding technical comments have been addressed or will be handled before final plat.
Staff and the surveyor said the preliminary plat currently shows green space and recreation areas consistent with the existing manual language; staff noted that if the commission approves the subdivision-regulation changes discussed elsewhere in the meeting, the final plat could be amended to reflect any reduced open-space requirements. Webb and staff also confirmed a planned right-of-way stub in a future phase to connect the development eastward and improve interconnectivity; staff required a note on the plan documenting that future connection.
Planning staff told the commission they were satisfied with the layout provided the noted technical items are cleared and recommended approval conditioned on staff sign-off. The commission approved the plat on a unanimous vote and asked staff to continue to monitor interconnectivity and technical compliance through final plat review.
The recorded vote at the planning meeting was: Commissioner Short — yes; Commissioner Miller — yes; Commissioner Miles — yes; Commissioner Estelle — yes. Approval of a preliminary plat authorizes the applicant to complete engineering and finalize construction documents; final plat approval and construction permits are still required before lots can be sold or developed.
