Hyde Park — The Hyde Park City Council on April 9 continued action on the final plat for the Horman Subdivision, citing outstanding infrastructure agreements and code requirements.
Marcus (city staff) reminded the council that a prior action on Oct. 9 had stipulated the subdivision would not return to the council for final approval until there was an agreement addressing Powerline Road to the east. At the meeting staff reported there is a draft agreement under review by Mr. Horman but no signed document had been delivered to the city.
Marcus also told the council that recent changes in the city code allow Hyde Park to withhold final plan or plat approval until developers pay the city—s water dedication fee or contribute water rights/ shares. Staff said the city will treat the payment or dedication of those water rights as a prerequisite to final approval.
Council members also discussed open-space parcels along the subdivision—s eastern edge that the developer proposes to dedicate to the city as a future trail corridor. Marcus said the developer will dedicate the land to meet open-space requirements but will not construct the trail; the homeowners association (HOA) would maintain the parcels until the city constructs improvements.
Council member Tiffany moved to continue the final-plat consideration until the developer provides the road agreement and confirmation that water requirements have been satisfied. Gerald seconded the motion. The motion passed unanimously.
What happens next: Staff will follow up with the developer on the signed road agreement and on documentation confirming payment or dedication of water rights. The item will return to council only after those conditions are met.
