Copperton council moves fee schedule forward, authorizes $50 candidate filing fee and flags planning‑commission review for development‑related fees

The Copperton Town Council discussed a revised fee schedule intended to be revenue‑neutral and approved an interim amendment to add a $50 filing fee for declarations of candidacy.

Staff said the fee schedule was designed to cover the costs of services without generating a surplus and that most fees remain unchanged from the prior year. The council discussed newly passed state legislation and municipal code interpretations that classify development‑related fees (for example, building permits and land‑use application fees) as land‑use regulations; as a result, the council was advised these fees must be recommended by the planning commission after a public hearing before the council can adopt them.

Because Copperton currently lacks a full planning commission board, council members said they would attempt to appoint at least one commissioner before adopting the development portions of the fee schedule. In the interim the council unanimously authorized an amendment to the current fee schedule to add a $50 declaration‑of‑candidacy filing fee so candidates can pay the charge immediately when they file.

A council member moved and seconded a motion to amend the fee schedule to include the $50 filing fee; the motion passed. The council also discussed timing and whether to pair public hearings on fees with the budget hearing in May.
