The Caswell County Board of Commissioners approved a county services contract with the Piedmont Triad Regional Council (PTRC) on Aug. 18 to produce the 2026 Caswell County Comprehensive Plan and a land-use component.
County staff said the contract incorporates a proposal addressed to Jason Wellington dated July 16, 2025, and sets a maximum payment of $48,000. The contract term mirrors the proposal and extends through Aug. 31, 2026, reflecting a roughly 12-month planning process that staff said includes substantial public engagement.
County staff described the work as an update of the 2014 comprehensive plan with an added land-use component intended to address growth pressures at the county's borders. The proposal and contract outline services and public-engagement activities; the board was told there will be three public meetings and two additional community events distributed across the county.
Commissioner Rose moved the motion to approve the contract and Commissioner Ingram seconded. The board voted by raised hands and the motion carried unanimously.
After the vote the chair notified the public that the comprehensive plan "does not have anything to do with zoning, nor does it open any doors for future discussion at this time," language offered during the meeting to clarify the county's immediate intentions.
Staff said a future agenda item will ask the board to approve a steering committee roster once public-engagement plans are finalized.
