Parks staff update REITs restroom design, Rainbow Memorial Park timing, Lakeshore signage and fall projects

City parks staff updated the board on multiple ongoing projects, contracts and fall programming during the meeting's staff reports segment.
Ray Mauer, parks staff member, said the department has entered into an agreement with TR Carrolls to design a new restroom and concession building at the REITs complex. Mauer said the city has budgeted $500,000 for design and construction of that building in the current plan; the capital improvement plan (CIP) also requests $350,000 next year to replace Northfield ball-field lights and another $350,000 in 2027 for the Southfield lights as part of phased renovations toward a larger complex renovation in 2029–2030.
Mauer said road reconstruction work at Seward Veil and Omni Park has proceeded with archaeologists on site; no archaeological concerns were found during storm-pipe excavation. He also updated the board on Rainbow Memorial Park, saying road and intersection work at Oshkosh Avenue and Sawyer is tied to a Wisconsin Department of Transportation project that has pushed the intersection work out to roughly 2032. "They can't do the intersection work at the last I heard from engineering is that that intersection work is now pushed out to roughly 2032," Mauer said, noting that delay affects the timing of larger park improvements tied to that intersection.
On Lakeshore Park, Mauer said staff and the Oshkosh Museum are collaborating on historical signage and the museum is preparing background material and verbiage. He said drafts of sign text and design are expected by the end of the year, with an intent to order signs in late winter for early next-year installation.
Parks operations staff updates included a construction timetable for Pickard Park, where site-plan review is finishing and a playground installation is expected this fall, and court resurfacing work at Stevens Park and the 40 Fourth Parallel location; contractors plan to apply new playing surfaces as weather permits in September and October. Mr. Dolman, a parks operations staff member, highlighted upcoming fall events at Menominee Park, including live performances, yoga sessions and the Menominee Park Zoo schedule, and encouraged promotion of those events on city channels.
Staff did not present specific funding sources for all projects beyond the cited CIP entries and said several projects are being phased because of budget constraints. Several items discussed will move forward to further design, engineering or future CIP review.
