The Shakopee Economic Development Authority on Sept. 2 approved a reconfigured five‑year lease allowing Delicius Delicius Ice Cream Cravings LLC to assume tenancy at River City Center. Staff said the current tenant is selling the business and the new owner refinanced equipment/working capital with NextStage; the new lease was requested to satisfy the financing requirements.
City staff explained the lease increases rent over the next several years from the lower rate in the original lease; NextStage and Scott County Community Development Authority programs had provided prior operational and capital support for the business. Staff clarified NextStage financing covers capital equipment only (freezers, etc.) and does not directly pay lease amounts. Commissioners voted to approve the new five‑year lease on a unanimous voice vote.
The EDA noted the lease helps secure tenant continuity at River City Center and supports downtown rental income; staff will complete final documentation consistent with the motion.
