Madison County staff and commissioners discussed draft intergovernmental agreements (IGAs) to provide municipal court services and animal-control enforcement for the City of Carlton and potentially other municipalities.
County staff said the agreements are the result of multiple meetings among county attorneys, Judge Patton and city negotiators. The proposed arrangement would have each participating city pay a $5,000 annual fee to help the county expand kennels and cover costs associated with feeding and medical care for animals. Staff said the $5,000 figure is a starting point to be reevaluated annually after the county has a full year of operations and call-volume data.
Why it matters: County officials said the county-run animal control operation had recently been full and expansion is estimated to require roughly tripling kennel capacity. The $5,000 annual fee is intended as a contribution toward one-time expansion costs and ongoing operational expenses; staff said they will evaluate the fee after 6–12 months and adjust as necessary.
Meeting discussion and next steps: Commissioners instructed staff to send draft agreements to city attorneys for their review and to consult other municipalities that may want the service. The county attorney and staff confirmed the IGA can be structured with termination or renewal terms (the current draft would remain in effect for 50 years unless terminated earlier; staff said language could be changed to include annual renewals and 60–90 day notice clauses). The board planned to revisit the IGA for formal consideration at the Sept. 29 meeting after Carlton and other cities review the documents.
