Safety-Service Director Jeff Capsello briefed the council on the city's gas aggregation program and recommended moving forward with a new supplier agreement before the current contract ends.
Capsello told council the current rate in the aggregation program is $6.58 per MCF and recommended switching to an 18-month contract so the supplier contract would end in June of the applicable year. He said AMPO (Palmer Energy) is the city's consultant and that Interstate Gas would appear on customer bills as the supplier.
Council suspended rules and considered Resolution 58, "authorizing the director of public service and safety to enter into an agreement with a gas supplier for the city of Salem's gas aggregation program," read by title with an emergency clause. Council then approved the resolution on a roll-call vote.
Mister Sellers moved to suspend rules and introduce the resolution; the motion was seconded and the clerk read the resolution by title. A roll-call vote recorded approval by the council members present.
Why it matters: The action allows the safety-service director to finalize a supplier contract for the city's aggregation program ahead of the contract expiration and is intended to maintain a competitive rate for residents participating in the program.
What was decided: Resolution 58 passed with the emergency clause; the director is authorized to enter into the supplier agreement. The resolution does not itself set the detailed contract terms published to residents; staff said participants will remain in the program unless they opt out.
