Evansville utility board approves engineering contracts, change orders, lease and salary ranges

The Evansville Water and Sewer Utility Board of Directors on April 15 approved a package of contracts, change orders, salary ranges and a two‑year office lease as part of routine business.
Board action included approval of an on‑call professional services agreement with Commonwealth Engineers Inc. for up to $185,000 to provide as‑needed engineering services; the agreement terminates March 31, 2026, and excludes design services and associated design liability, staff said.
The board approved several construction contract adjustments: a final change order for Miller Pipeline LLC on the Schrader Road water main extension yielding a $94,688 decrease to the contract price and a 138‑calendar‑day time extension; a final deduct change order to Dye Brothers Lumber and Construction Inc. for the green infrastructure actuator retrofit project (U1106) in the amount of $321,756.39, and an increase of $65,916.02 for change order No. 1 to Interline Solutions on the 2024 annual sewer‑lining Frederick Neighborhood Phase 1 project. Staff said the Dye Brothers deduction largely reflects removal of an electric utility service allowance that CenterPoint did not bill the contractor and other quantity adjustments; the project also received a time extension for delays including supply chain and weather.
The board also approved Amendment Number 2 to the professional services agreement with Black & Veatch Corporation for Phase 2 water‑plant design (see separate item). Board members were told the amendment covers design and bid‑phase services only and does not include construction‑phase services.
The board approved updated American Water Works Association (AWWA) compensation salary ranges for deputy director positions, a move staff said uses 2024 survey data to set min‑to‑max pay ranges to improve recruitment and retention; staff said the ranges will take effect immediately for the specified deputy director roles, and additional positions will be presented at a later meeting.
The board approved a two‑year lease, with three optional one‑year renewals, between the City of Evansville (acting by and through the Evansville Water and Sewer Utility) and Landmark Centers LLC for office space at 915 Main Street (the Curtis Building). The lease covers 5,217 square feet across two suites at an annual rent of $67,821, adjusted annually by the U.S. Department of Labor Bureau of Labor Statistics Midwest CPI. The landlord will perform tenant improvements up to a not‑to‑exceed $50,000, which the utility will repay through the lease’s initial billing.
Operational update: staff reported ongoing delays to Chestnut and Riverside Drive repairs because of high river levels. The eastbound left‑turn lane was closed as a precaution; staff said river level forecasts indicate work can resume once river stage reaches approximately 23 feet. Dye Brothers is lined up to perform repairs once river levels permit.
