Committee hears hours of mixed testimony on sweeping health bill; Deaf community raises concerns about changes to Center for Deaf and Hard of Hearing Education

Senate Bill 473 drew extended debate in the House Public Health Committee after the panel considered numerous amendments aimed at streamlining professional licensing and clarifying program responsibilities. The author, Senator Brown, described the bill as a mixture of workforce reforms, administrative reassignments and program updates that would move some registration and oversight duties for certified nurse assistants (CNAs), qualified medical assistants (QMAs) and home‑health aides and align state rules with recent federal updates for opioid treatment programs (OTPs).

The bill also contains a heavily debated package of changes to the Center for Deaf and Hard of Hearing Education (CDHHE), including a new definition for family (parent) navigators, limits on the initial period for navigator services, and language about the center’s authority to provide direct services. Those sections prompted several hours of testimony from Deaf community members, parents of deaf children and provider groups.
