Resident raises concern about level-3 sex offender believed to be living downtown; police to follow up

John Borup, a Lakeville resident, addressed the City Council during the public comment period on April 7 to report that a level‑3 registered sex offender appears to be living in the downtown area, allegedly inside or near a local business and close to playgrounds, Lakeville Brewing, Dairy Delight and the bike trail.
Borup said the offender may have been in Lakeville for “a couple of years” and that the person’s presence raised safety concerns for parents and residents. He said the person may be living out of a car and that the location is close to areas children use.
Mayor Luke Hellyer and city staff asked Borup to provide his contact information to the city clerk. The clerk said the police department will follow up; no ordinance, citation or council action was presented at the meeting. Borup said he was not seeking an immediate answer but asked for help and follow-up.
Council members did not take formal action during the meeting; staff indicated police will look into the report and contact the resident.
