Mankato approves TIF district for redevelopment at 830 North Broad Street

Mankato City Council on April 14 adopted resolutions establishing Development District No. 48 and Tax Increment Financing (TIF) District No. 48 for 830 North Broad Street and authorized the city manager to enter into a development agreement with the project developer.
City staff described the proposal as demolition of an existing substandard building at 830 North Broad Street and construction of a new two-story commercial office building, with an estimated total project cost of $2,300,000 and construction anticipated in 2025 and 2026. "The proposal involves demolishing the existing substandard building at 830 North Broad Street and constructing a new 2 story commercial office building," said Courtney Kramlinger, city staff, during the public hearing.
Under the approved pay-as-you-go TIF, the developer, identified in staff materials as MAHBKS LLC, would be eligible for annual reimbursements from tax increment generated by the project. Staff said the development agreement caps the principal value of the tax-increment note to the developer at $161,072 plus 5% carrying interest. The developer would receive an annual TIF reimbursement of roughly $16,294 over 15 years beginning in 2028, as outlined in the staff presentation. Reimbursable project costs identified in the materials include public improvement costs, site improvements, building demolition, environmental remediation and acquisition costs; the city would also retain an administrative fee/retainage (staff cited $4,400) in connection with the district creation.
Staff emphasized that repayment of the tax increment is contingent on the increment actually generated by the project and that the city is not financially responsible for any shortfall. "That means that if there's a shortfall or the tax increment is not generated as contemplated, the city is not financially responsible for the difference or the shortfall," Kramlinger said.
Council member Hatampa moved to approve the resolutions creating the development district and TIF district and to authorize the development agreement. Council member Malby Kelly seconded the motion. The clerk called the roll: Mr. Deacon — yes; Ms. Malby Kelly — yes; Ms. Atampa — yes; Mr. Mettler — yes; Mr. Laban — yes; Mayor Masaad — yes. The motion passed.
With the votes recorded, the city will proceed to finalize the development agreement and the public-record actions needed for the redevelopment project. Construction timing listed in staff materials remains 2025–2026, subject to the developer meeting conditions of the agreement and availability of tax increment as described by staff.
