Justin Burrison, County Highway Engineer, recommended acceptance of a quote from Central Minnesota Dust Control LLC to apply approximately 50,000 gallons of magnesium chloride for dust control at $1.30 per gallon, for an approximate total of $65,000; the board approved the low quote. Burrison then recommended accepting a gravel placement quote (approximately 3,300 tons) from Bjorklund Companies at roughly $13.30–$13.50 per ton for placement and delivery; commissioners approved that quote after discussion of material performance.
The board also approved purchase of a 2025 John Deere 6120M cab tractor for roadside mowing operations under a Sourcewell cooperative contract at a quoted total price of $117,410.86; the existing tractor will be traded in.
On construction contracts, the board awarded contract 25-03 (CASA reconstruction on County State-Aid Highway 3 near Dalbo) to Proctuminous Roadways (apparent low bid $3,610,526.90), funded with county CASA dollars and a Local Road Improvement Program (LRIP) grant. The board also awarded Bridge 35 (Bridge Number 30521 on County Road 63 over Stanchfield Creek) to Redstone Construction LLC for $1,064,520.10; funding sources listed included federal grant dollars, state bridge bond dollars, and local match.
Because no county staff hold current bridge construction inspection certification, the board approved a professional services proposal from Ericsson Engineering Company LLC to provide construction surveying and inspection services for the bridge project. The not-to-exceed fee for inspection and testing was $117,015.
Burrison told the board that the recent bid climate has produced favorable pricing compared with recent high years and that the awarded amounts were close to or below engineer estimates; commissioners approved each item by voice vote.
The board asked Burrison to remain available for follow-up questions after the meeting regarding schedule and funding encumbrances.
