The Lakeville City Council approved a preliminary plat April 7 to allow a 24-unit twin-home development on land formerly associated with Lord of Life Church, granted a variance for a cul-de-sac length and vacated drainage and utility easements for the site.
Developer Matt Frisbee represented the project and said the church is not financially involved; Frisbee companies acquired the land. Staff reported the property was reguided to low–medium density residential on Sept. 24, 2024, and the site is zoned RST 2. The proposed development covers approximately 5.74 acres and would create 24 twin-home lots with additional landscaping and buffer planting along the church parking area.
The requested variance would extend the maximum cul-de-sac length from the 600-foot standard in the subdivision ordinance to 638 feet on this layout; staff and the planning commission recommended approval. The Planning Commission held a public hearing on March 20 with no public comment and recommended approval.
Council member Joshua Lee moved to approve the preliminary plat, variance and easement vacations; the motion was seconded and passed on a unanimous roll-call vote.
Staff said final plat materials have already been submitted and that the project will proceed through final engineering and plat review.
