Planning board approves Murphy’s USA convenience store, fuel sales at Forest Hill Boulevard

The Greenacres Planning & Zoning Board of Appeals on April 10 unanimously approved a special exception and site-and-development plan for a proposed Murphy’s USA convenience store and fuel sales at 6270 Forest Hill Boulevard.
City staff told the board the redevelopment would replace a 1.17-acre retail strip center with a 2,824-square-foot convenience store, an overhead canopy serving six multi-product dispensers (12 fueling positions) and 15 parking spaces. The project team said the site would keep two vehicular access points — one to Forest Hill Boulevard and one to the adjacent Walmart access drive — and be served by existing water, sewer and drainage infrastructure.
Gianni Galliard, assistant director of Building and Neighborhood Services, said staff reviewed the request for a special exception, the site and development plans and a master sign plan together and recommended approval of each item subject to conditions in the staff reports. “The design does effectively mitigate essentially the potential impacts that it could have with the residential to the east,” Galliard said, noting the plan includes an enhanced landscaped buffer and a wall along the eastern property line.
Nicole Santana, the project engineer, presented the site plan and elevations. Santana confirmed the project includes the required dumpster and recycling enclosure and said the storefront materials and colors were chosen to be compatible with nearby commercial development. She also said the applicant is requesting 24-hour operation; staff noted the city can revisit hours if problems arise after opening.
Board members asked technical questions about circulation between the Murphy’s site and the Walmart drive, lighting and signage. Staff explained the existing drive geometry does not allow a safe stacking movement to make a left turn from the Walmart drive into the Murphy’s site but that drivers could use a U-turn on Forest Hill Boulevard to access the site. The building-mounted Murphy’s USA sign will be illuminated with backlit channel letters and the freestanding sign’s digital price display will use LED technology, staff said.
The board voted unanimously to approve Special Exception SE-23-05. The board later voted unanimously to approve Site & Development Plan SP-2307. The meeting record shows staff had recommended approval of a master sign plan for the site; the project’s master sign plan had been submitted and reviewed with the site materials though the transcript does not record a separate roll-call motion specifically titled MSP-2406 during the segment.
The approvals are subject to the conditions in the staff reports, including compliance with city engineering, landscaping and sign regulations and any other conditions listed in the staff documents. The applicant and staff indicated DRC review had been completed and that the site is adequately served by utilities.
The board closed the public hearing after staff reported no members of the public were present to comment. The city will process permits and applicable building reviews before construction may begin.
