Evanston approves Staker Parsons for 2025 street overlay; council adopts Resolution 25-17

The Evanston City Council voted to award the citys 2025 street overlay contract to Staker Parsons and adopted Resolution 25-17 authorizing the city manager to execute the agreement.
City Engineer Damon Newsom told the council that Staker Parsons was the apparent low bidder after the March 27 bid opening. "The apparent low bidder is Staker Parsons," Newsom said, and asked the council for a motion to award the contract and to proceed with an ensuing construction contract.
The resolution the council later adopted, Resolution 25-17, authorizes execution of an agreement with Staker and Parson Companies to complete the work required for the 2025 street maintenance overlay project.
Newsom and several council members described past local experience working with Staker Parsons as positive. Newsom said the company has already engaged with the city on preconstruction preparations. Council members identified streets targeted for this year's overlay work: Red Hawk, Scott's (a short stub), Becker Circle near the lumberyard, CityView from Route 150 up to the top of Cheyenne, and North Third Street by the Maverik/McDonald's intersection. Newsom said the selection reflects condition and the need to tie into prior projects.
Council members also discussed Wyoming's Preference Act, which applies to public bids. One councilor summarized the statute's effect on awarding contracts to Wyoming firms and noted that a preference is set at 5%, a change to which would require state legislative action. Newsom confirmed the procurement followed statutory requirements.
The council moved and seconded the award; the motion passed and the council subsequently introduced and passed Resolution 25-17 to finalize the agreement.
The project will move into preconstruction and contracting with Staker Parsons; the council did not identify additional funding requests at the meeting.
