The San Francisco Ethics Commission on April 11 adopted a stipulated settlement ordering a $1,000 penalty for Ovaba (O'Baba) Afuhamango for failing to complete the commission’s 2024 annual ethics and sunshine training requirements.
Senior Investigator Eric Willett told commissioners the respondent assumed office on the sheriff’s department oversight board in January 2022, received multiple pre-filing and non‑filer notices from the commission’s engagement-and-compliance unit, but did not complete the 2024 training. Willett reported the respondent attended at least six board meetings and voted on 12 agenda items; staff noted she did not vote on matters where she had a financial interest and that none of the votes involved government decisions with financings.
The matter was resolved under two counts for a total $1,000 penalty. Commissioners had no substantive questions about the staff recommendation and voted to adopt the proposed stipulation. The roll call was unanimous: Chair Flores Fang, Commissioner Tsai, Commissioner Francois and Commissioner Yeh voted aye.
The adopted stipulation closes this enforcement matter with the respondent having acknowledged the training lapse and corrective action completing the required training and filings. The signed stipulation will be placed in the commission’s official record.
