Residents press city for action on recurring stormwater flooding in Celebration Cape neighborhood

At the Cape Coral City Council meeting on April 16, residents from Celebration Cape and nearby streets asked the city to address chronic stormwater flooding they say has begun to affect backyards and properties.
Speaker Chris Dolan, a 36-year resident, described “disaster” conditions in backyards where stormwater flows from rear yards to front, eroding property and threatening homes. He said he and roughly 50 neighbors expect faster responses and have a scheduled meeting with staff the following Wednesday. Dolan asked who is responsible for stormwater; staff pointed to Public Works.
Mayor and councilmembers confirmed that City Manager and staff had visited the site; Councilmember Kilraine and City Manager both acknowledged site observations and said staff would prepare a summary of findings and identify whether mitigation is a private or public responsibility. Councilmember Kilraine suggested the resident attend the Cape Coral Transportation Advisory Commission and meet with traffic engineering staff regarding related access and flow issues.
Council directed staff to report back to council on actions required to mitigate flooding, including whether solutions would require private property cooperation, drainage easements, or capital repairs. No specific capital appropriation or formal action was taken at the meeting; staff said they will review the site, coordinate with Public Works and report next steps.
