Cape Coral council approves consultant-led process improvement program

Cape Coral City Council on April 16 approved Resolution 115-25 to engage an outside process-engineering consultant to lead a Lean-style continuous-improvement program for city operations.
The measure, introduced by City Manager (name not specified in the record), passed on an 8-0 roll call. The resolution funds a consultant to train staff and run Kaizen events focused on high-demand services such as permitting, maintenance requests and capital project procurement.
City Manager said the first year of his tenure focused on external priorities and that year two would emphasize internal improvements. He described the consultant's prior work in the city and said the program will use existing staff with no new permanent hires requested. “Bring in the consultant, teach staff how to think differently, how to work through this, and then eventually continue the process internally,” the manager said.
Councilmembers backed the plan as a relatively small investment compared with expected returns. Councilmember Steinke called the work an investment likely to “pay off in spades,” noting the requested amount is about 0.014% of the city's budget. Councilmember Kilraine said it was “prudent” given signs of slowing permit activity. Councilmember Molina and others said an outside reviewer would provide a more candid assessment than internal review.
Supporters said the approach mirrors earlier Kaizen work in Cape Coral and in other municipalities, and that the consultant targeted to government processes (rather than manufacturing) understood local constraints. The resolution requires the consultant to report efficiencies and outcomes to council once events are complete.
City staff said the program will concentrate on permitting and maintenance services, and on procurement and capital project delivery. The city manager said staff from each department will be assigned to the effort and that subsequent work will be continued internally once staff are trained.
The council adopted the resolution by roll call vote after discussion; the city manager said he expects to report back with identified efficiency gains and implementation steps.
