The Kent County Board of Commissioners' Operations and Policy Committee approved updates to three administrative policies — the capital improvement program (CIP) policy, the grants/contracts/donations policy and the county budget policy — and forwarded them to the full board on April 15.
The committee took the three items together. "The major theme of these 3 policy updates is marrying our policy to the 3 committees instead of 2 committees," Al, a county staff member who explained the changes, told the committee. He said the edits primarily update references to the county's new three-committee structure and include clarifying language but do not shift authority between administration and the board.
Al noted the donations policy was modernized; he referenced an earlier county donation that led to the naming of Lake Leota and said the update brings the donations rules up to date. Committee members also noted the budget policy required no substantive change, and the CIP policy remains substantively unchanged in the current update.
Commissioner Coleman praised the regular policy reviews. Several commissioners raised the CIP capitalization threshold: the written policy still lists $25,000 as a threshold and Commissioner Coleman suggested staff revisit that dollar amount to reflect current prices. Al said the county works with auditors on capitalization thresholds and would raise the issue during the next audit cycle.
The committee voted in favor of the combined motion to approve the three policy updates and forward them to the full board for consideration. The motion was seconded by Commissioner Womack; the vote was recorded in the meeting as in favor with no recorded opposition.
