Operations committee updates sales-tax projects, authorizes greenbelt purchase of parkland near Sangaree schools

Berkeley County’s Committee on Operations received a first-quarter 2025 update on projects funded by the county’s 1-cent sales tax and authorized acquisition of a park property between Sangaree Middle School, College Park Elementary and College Park Middle School using greenbelt funds.
Staff reported progress on resurfacing (98 roads under the 2024 local resurfacing package), ongoing work on DOT-managed projects such as the Henry Brown Boulevard extension (contract completion projected June 2026), and design work on a variety of corridor and intersection improvements (US 176 phases, US 52 corridor, Jedburgh Road, Black Tom Road extension and others). Officials said preliminary design and traffic analyses are under way on many projects and that some interim improvement options are being reviewed for intersections on US 52/US 176.
Operations staff also described outreach for dirt-to-pave conversions, reporting many property owners had not responded to survey or certified letters; for several candidate roads (for example, sections of Seabrook Drive and Richardson Street), staff said the number of no-responses is blocking progress and asked council members to assist with community outreach. Council members discussed alternatives such as chip-seal where right-of-way acquisition is an impediment.
On a separate motion, the committee authorized purchase of parkland behind Sangaree Middle School using greenbelt funds up to the amount discussed in executive session; the motion included authority to proceed and passed by voice vote. Staff described the current use of the parcel as informal dirt-bike use and said the county can pursue an appraisal without additional authority.
