The Public Utilities Commission of Nevada on March 25, 2025 approved a draft order in Docket No. 204326, a consumer complaint filed by Chris Banda against Nevada Power Company doing business as NV Energy, and recommended NV Energy address delays and clarity in its rooftop-solar interconnection process.
Commissioner Cordova presented the item as a complaint about temporary disconnects, reconnects and delays in permission-to-turn-on for rooftop solar interconnections. "I believe that Mr. Banda raised some valid concerns," Commissioner Cordova said, and recommended that NV Energy include consideration of improving timeliness and clarity of interconnection for net energy metering customers in an ongoing Rule 15 stakeholder process (Docket No. 204541).
The draft order also states the commission does not have authority to award compensatory damages based on the facts in this matter. Commissioner Cordova moved to approve and issue the proposed order; Chair Haley Williamson seconded. All three commissioners voted aye and the motion carried.
The commission did not adopt any monetary award for Mr. Banda in the public record of the vote; it instead folded suggestions about process improvements into the separate stakeholder docket already underway. The order directs NV Energy’s stakeholder process for Rule 15 to consider customer-facing clarity and timeliness for net energy metering (NEM) interconnections, but does not set a specific timeline or require compensatory payments.
The action leaves the specific operational changes to NV Energy’s stakeholder process and any future orders resulting from that docket.
