The county’s Department of Environmental Services (DES) advised the county that the ordinance was substantively compliant but needed clearer, more explicit provisions to show conformity with federal rules; the amendments rearrange language and add explicit cross-references.
No members of the public spoke at the earlier public hearing on the item, and council moved the amendment to final adoption unanimously.
